MSN China releases a new web based tool called MSN Cartoon Beta that allows users to create smileys & cartoons from photos & pictures uploaded to the site by converting them using facial recognition technology.
The process consists of uploading a photo, it will be converted to a cartoon. Later you can select a hair style for the animation and a facial expression (happy, sad, angry, winking, etc) based on the emoticons that are available in Windows Live Messenger.
