A free utility called ToneShop is available for Windows users, who want to build ringtones for a variety of cellphones including the iPhone.
You can select your audio files in input (WAV, WMA, M4A, or MP3); enter the beginning and the end of the ringtone and hit the convert button. Can not be easier than that, right?
