Beverly Howard [MS MVP-Mobile Devices] just put a mobile friendly web site to track weather events such the furious Gustav that reportedly will hit Louisiana by Monday’s sunrise.
The page at http://bevhoward.com/storm/ppcrad.htm contains a link to http://bevhoward.com/storm/Storm.htm which is a text page of the current hurricane related links.
All of the hurricane graphics links are links to current information… i.e. the url remains the same but the named image is updated regularly. There are a number of satellite images as well as track forecast and highway information there as well.
There is also a "toggle" on the Radar page which allows switching between small, static images (low bandwidth) to larger looping images (high bandwidth.
