In Design mode only you are able to move with Gadgets. Otherwise it'll 'do action' of the selected Gadget - eg. launch Nav'n'Go. Have you switched to Design mode using context menu? I added Nav'N Go shorcut on the desktop and impossible to select it and to delete it.
