Microsoft has released the Windows Mobile 6.5 software development kit (SDK). The SDK contains tools & API that help building new apps. As you know, the upcoming Windows Mobile 6.5 OS will focuses manily on touch gestures UI.
The Windows Mobile team posted a guide for widget creation on their blog to help developers get going.
